Naturally I am concerned about the information 
revolution which is currently ravaging our 
established institutions. The reason that most 
people are helpless in tackling such problems is 
that they approach them via the figure  rather 
than the ground .  These are gestalt terms which 
refer to the interplay between components. Thus 
the ground  is always hidden or submerged, and 
yet it is the area of effects  and in all situations 
and developments, effects come before the 
causes manifest themselves.

The fact that effects come before causes, 
whether in the motor of the motor car, or the
